Blue Mountain Energy, Inc.
1998 Stormwater Annual Report
Permit Certification No. COR-040 172
ATTACHMENTS
A. Inspections were made and maintenance actions taken to ensure compliance with the
permit. Two significant storm events occurred during 1998 that resulted in increased
maintenance of Stormwater control structures. No violations of the Stormwater
Permit resulted from these storms.
On June 17-18 1.85 inches of rain was recorded at the mine. The runoff resulted in a
dischazge from Stormwater pond SS-1 (NPDES outfall #008). No major maintenance
problems resulted from this storm since it's short term intensities were not great.
On July 27 0.82 inches of rain fell at the mine within aone-hour period. This storm
was fairly localized and only impacted the D Portal and East Portal portions of the
permit azea. Due to this storm's short term intensity and resulting peak flows,
extensive maintenance of Stormwater control structures was required on the southern
end of the permit area. Many sediment checks had to be cleaned out and repaired.
Several culverts required cleaning out as a result of this storm. One culvert at the
East Portal could not be cleaned out and was replaced. No major failures occurred
which would have resulted in anon-compliant dischazge.
Changes made to the Stormwater Management Plan include the following:
• Alan Hillard -Mine Manager
• Scott Wanstedt -Environmental Engineer
• The storage tanks located at the East Portal Area were moved to the D Portal Area
between the B Portal and D Portal. This move is affective in January 1999.
B. First quarterly inspection - Mazch 24 through 26. Site in compliance with several
maintenance items noted.
• Several culverts were partially blocked with sediment and required cleaning out.
Maintenance work performed
• Several road outlets required additional riprap armoring to stop slight downcutting
from runoff. Additional riprap was placed.
• Several ditch segments needed to be maintained. Ditches were regraded to
remove sediment and to restore capacity.
Second quarterly inspection -June 12 through 14. Site in compliance with several
maintenance items noted.
