Other than the Costilla County <br />Landfill Pit (Permit M-80-233) which I will report with this memo, <br />those are the only three operations in the South Area that I know <br />to have ground water monitoring requirements. <br />The situation at the Landfill Pit is as follows: <br />1) A ground water monitoring plan was approved for the <br />Landfill Pit on October 17, 1995 which required the completion <br />of 4 monitoring wells by March 1, 1996. As one condition of <br />the plan, the County was required to propose permit conditions <br />and points of compliance for the pit after 5 calender quarters <br />of monitoring. <br />2) Groundwater monitoring, ie. sampling and analysis, began <br />March 19, 1996 and all four wells yielded samples. All four <br />wells provided samples on June 6, 1996, however, only the two <br />upgradient wells, ie.MW-1 and MW-4, could be sampled on <br />September 5, 1996 and December 4, 1996. The two downgradient <br />wells, MW-2 and MW-3, were dry at the time of the 3rd and 4th <br />quarter sampling in 1996. <br />3) On January 13, 1997, the Division notified the County that <br />the failure to secure water samples from the two downgradient <br />wells during the last half of 1996 constituted a compliance <br />problem and a remedial monitoring plan was required by April <br />1, 1997 which would assure that ground water samples were <br />available down gradient from the pit during the 2nd quarter of <br />1997, ie. by July 1, 1997. <br />O~COLORADO <br />4) When attempts to secure water samples from MW-2 and MW-3 <br />were again unsuccessful in February and March 1997, a remedial <br />
