i Section 780.18(b) Continued. <br />reclamation timetable is implemented. Kerr prepared a timetable for each stage of the <br />mining and reclamation process based on progressive mine development and <br />reclamation. For convenience of reference, the timetables far soil removal, mining, <br />overburden replacement, and soil replacement and vegetation were presented on <br />separate maps. Specifically, Map 31, Kerr Mine Area Soil Removal and Storage, Map <br />1, Kerr Mine Area Mine Plan, and Map 33, Kerr Mine Overburden Replacement and <br />Grading, graphically indicated the planned soil removal, mining and backfilling <br />timetables. The planned mining and reclamation schedule became invalid with early <br />mine closure and Kerr proceeded with and completed reclamation of ail active mining <br />areas in 1996. The following discussions are from the revised permit document and <br />reflect those activities which either occurred or were planned prior to closure. <br />In order to remove all topsoil and subsoil for future reclamation purposes, soils will be <br />removed approximately 750 feet in front of the mining activities to avoid the potential <br />problems of soil contamination. This soil buffer represents approximately 6 months of <br />time between the time soil is removed and the overburden removal commences. <br />Initial removal of soil from Pit 1J1 occurred in the winter of 1981. Removal of soil in the <br />winter doesn't lower the ability of the soil to support planted species. Once the snow <br />has been removed, the soil is normally removed by horizons. The only negative factor <br />involved in removing soil in the winter is the fact that a great deal of added expense is <br />involved due to the amount of snow that must be removed to get down to the soil. <br />Frost also increases the difficulty of removing topsoil in the winter if the snow pack is <br />not sufficient to prevent the freezing of topsoil <br />As can be seen from Maps 31 and 32, in the Kerr North Area, Kerr proposes to stockpile <br />the topsoil from Pit 1 adjacent to the pit from which they were <br /> <br />TR-19 <br />780.59 Revised 11198 <br />
