Section 780.18 (b) Continued. <br />A reclamation plan designed to meet the above-stated objectives is <br />detailed in this Section in conjunction with Sections 780.21-780.37 <br />and Part 816. <br />At the outset, it is imperative to appteciate that the reclamation <br />plan defined in this Section and in Sections 780.21-780.37 is to be <br />implemented in a permit area where there is already significant <br />existing disturbance from surface coal mining and reclamation <br />operations conducted over the past 5 years. This previously dis- <br />turbed area is in all stages of mining and reclamation, Signi- <br />ficant areas have been regraded, recontoured, and reseeded. In <br />addition, in limited areas vegetation is beginning to be reesta- <br />blished. On the other hand, there are certain areas which are <br />currently undergoing backfilling, grading and retopsoiling, and <br />certain areas which have yet to be backfilled and retopsoiled. <br />• <br />Where feasible, it is the intent of Kerr Coal to implement the <br />reclamation plan set forth herein not only on newly disturbed areas <br />but also on previously mined lands. For example, except in those <br />rare instances where the condition of previously mined land pre- <br />vents, revegetatioa techniques and techniques for measuring the <br />success of revegetation will be employed on both previously mined <br />land and on newly disturbed lands.
