Upon permanent <br />cessation of operations, mine facilities will be dismantled and removed from the site, <br />and the associated disturbance areas regraded, topsoiled, and revegetated consistent <br />with the reclamation plan discussed in Section 780.18, unless there is a beneficial use <br />for the facility or the landowner requests that certain structures or facilities be <br />retained. <br />Permanent Facilities <br />As stated in the original permit, Kerr committed to removing all equipment, structures, <br />and facilities "n cessation of mining operations provided there are no continuing <br />beneficial uses for the structures. Kerr Coal Company, as the surface owner for the <br />mine and loadout facilities areas, has subsequently Identified specific facilities! <br />structures that would have an ongoing beneficial use and, therefore, proposes to retain <br />the following as permanent facilities: <br />• The mine office/shop/warehouse building and associated exterior lighting <br />. The light-use entrance road (Mine areal <br />• Sedimentation Ponds A, B, D, and E <br />• Existing water supply wells at the mine and loadout <br />• The light-use access road ILoadout areal <br />• The cinderblock loadoutlshop building <br />See Map 36, Kerr Tipple Area Postmining Topography and Map 37a, Postmining <br />Topography, for the location and configuration of the proposed permanent structure <br />and facilities. The proposed permanent facilities and their use are described in the <br />following sections. <br />Mine Office/ShopJWarehouse 8uilding -The existing office/shoplwarehouse building and <br />associated exterior lighting, along with the immediately surrounding parking areas, will <br />be utilized by Kerr or a subsequent landowner for equipment storage and repair and pans <br />and material storage in conjunction with Postmining grazing use of the site. Given the <br />acreage encompassed by the Kerr Mine and the distance between the mine area and <br />existing facilities on adjacent ranches, a central facility is needed for storage and repair <br />. of tractors and agricultural implements, and storage of equipment parts, parts for <br />pumping installations, fencing materials, feed and feed supplements, and other <br />TR-19 780-13 Revised 11/98 <br />
