Description of Miaiag Operation Powderhorn Coal Compan~O1~wns <br />and operates the Roadside North and South Portal underground coal <br />mines. As a part of the operation, facilities are located on the <br />surface to provide necessary support. A total of 10,170 acres are <br />within the permit boundary including approximately 380 acres <br />permitted for disturbance in our Division of Minerals and Geology <br />(DMG) Mining and Reclamation Permit No. C-81-041. <br />The major operation on the surface is coal handling and processing. <br />Raw coal is transported to the surface on conveyor and stockpiled <br />at the individual sites. A heavy media coal preparation <br />(cleaning) plant is located at the Roadside South Portal (RSS) and <br />is directly fed with coal from the raw coal stockpile. Coal from <br />the Roadside North Portal (RSN) is screened and/or crushed and <br />transported by truck to the RSS raw coal stockpile for cleaning or <br />to the Unit Train Loadout (UTL) for blending. An overland conveyor <br />belt is used to transport the clean coal from the preparation plant <br />to the UTL where the clean coal is stockpiled prior to shipment. <br />From the UTL the coal is loaded in train cars or loaded in truck <br />for shipment to customers. <br />Waste material from the coal cleaning process (refuse) consists of <br />rock ( sandstone and shale), low quality coal (high ash), and coal <br />fines. This material is disposed of on site in refuse disposal <br />areas. Trucks are used to haul the refuse to the disposal areas. <br />At the site, the material is spread and compacted in 2' lifts. The <br />outslopes and the top are eventually covered with dirt and <br />revegetated. <br />Support facilities for these operations and the mines include a <br />bathhouse, shops, warehouses, an office, storage areas, fans, etc. <br />2. Area Subject to Effluent Limitations Guidelines The majority <br />of the disturbed mine site is covered by an. industrial waste water <br />permit, CO-0027146 and therefore not covered by this SWMP. Four <br />outfalls cover mine discharge and ten outfalls cover surface water <br />runoff. One of the mine discharge outfalls includes a small amount <br />of surface water runoff. The design of surface water routing and <br />containment is permitted with DMG and is monitored regularly during <br />their monthly inspections. The site maps shows the boundary of <br />drainage areas associated with the outfall. A listing of these <br />areas by outfall number including a brief description of operations <br />within the area are as follows: <br />001 - Mine discharge from the RSS. <br />002 - Mine discharge from the RSS. <br />
