The <br />designation of a sitfa as opposed to an isolated occurrence of artifactusl <br />materials was generally a subjective decision on the part of the experienced <br />crex leader, made at the time of recordation but within the above parameters and <br />those detailed in the archaeological survey report. <br />A SPECIFIC NSTIFICA7'ION FOR EACH SITE EVALUATION OF ELIGIBILITY OR <br />NONELIGIBILITY MUST.EfE PROVIDED. THE EVALUATIONS FOR EACH SITE ARE NOT <br />ADEQUATELY ERPLAINED OR NSTIFIED, TO ENABLE OSM TO BEGIN THE CONSULTATION <br />PROCESS. <br />A significance evaluation is given below for each of the archaeological sites <br />which has been recorded within the boundaries of the permit application area. <br />Statements for three sites considered to be eligible to the National Register-- <br />5RH 859, 922, end 1008--were detailed in a previous response to an OSM comment. <br />Thus, the following justifications pertain to those sites which have been judged <br />to fall short of importance for inclusion on the National Register. Site <br />numbers marked by an asterisk indicate verbatim recommendations made as a result <br />of an earlier cultural resource inventory, undertaken in the project area by <br />Pioneer Archaeological Consultants. <br />This site is an open campsite located on a north-facing slope atop a juniper- <br />- covered ridge. Present on the site were two hearths, possibly of historic age, • <br />and numerous artifacts. Artifacts consisted of a small piece of azurite, txo <br />biface fragments, a utilized flake, a numerous interior flakes. No artifacts <br />were culturally diagnostic. There are no surface indications that 5RB 491 <br />would, by itself, yield information important to prehistory, as it does not <br />appear to be unlike many other sites in the region. Consequently, the site is <br />not considered eligible for nomination to the National Register of Historic <br />Places. <br />Although all of the evidence of this site was found in anthills and in the road <br />tracks, this site has great potential for yielding significant information from <br />he areas buried beneath the donee. Because of this potential, it was <br />recommended in the pr~aliminary report that the use of this road by the bulldozer <br />be monitored by an archaeologist. This was done. No remains were uncovered by <br />the bulldozer, but it was discovered that the surface extent of the site xas <br />larger than initially known. Since no further impacts to this site should occur <br />in the Western Fuels drilling plan, it is recommended that no further xork be <br />done now. Should future impacts to the site be planned, it is recommended that <br />this site be tested to determine the extent and significance of the subsurface <br />deposits. This site has no Heritage Value. <br />5RB 855 will not be ai'fected by any of the current plans of Western Fuels. This <br />site, located on a northeast facing slope, has been slightly eroded by numbers <br />of small gullies. There is some potential for subsurface materials and features <br />within this site and i.t should not be disturbed by future work without testing <br />to determine whether i.t is eligible to the NRHP. Based on the surface evidence, <br />5RB 855 is not eligible to the NRHP and has no Heritage Value. <br />• <br />10-80 8 <br />
