When was this plant <br />installed? Is this a mobile or permanent facility? Was the <br />topsoil salvaged prior to installing this plant? If so, where 4aas <br />the topsoil stockpiled? What site preparation was needed prior to <br />the installation of this facility? <br />Your February 15, 1983 letter mentions "As mininy starts in <br />\ \\ Stage IV, the washing, screening, and stockpiling operations will <br />~~, be moved to an off-site location." Because these operations are an <br />integral part of this operation, when the time comes to move these <br />operations, an amendment will have to be filed. <br />„~v\B.` Technical Revision No. 4 <br />CC Q~~ The staff agrees with your change of the seed mixture. Except <br />~~fo broadcasting purposes, the seed mixture will have to be doubled <br />~~ (as recom~nend~d by the Soil Conservation Service) instead of <br />increasing the seed mixture by 75X. <br />~R~ The staff disagrees with your assertion of no mulch being <br />needed since yellow sweetclover and Russian wildrye are to be <br />planted. Mulch serves a twofold purpose: First (and foremost), <br />~~ mulch conserves moisture by reducing evaporation, erosion, and <br />\\ stabilityruntitcthelseedlingsrarecestablished.anDuerto~theseotwo <br />factors, the staff contends mulching is required. Because yellow <br />sweetclover and Russian wildrye do not provide benefits in these <br />two areas, the staff recormiends changing the currently approved <br />mulch from 2,000 to 5,000 pounds per acre of long stemmed native <br />hay to 2,000 pounds (one ton) per acre of long stemmed native hay <br />crimped in with weighted discs. The staff feels mulching greater <br />than 2,000 pounds is unnecessary. <br />~-~ . Your February 15, 1983 letter mentions "... planting occurs at <br />Q,,,~'the proper time..." When do you plan to seed the area (i.e., when <br />\ - ~ is this "proper time")? <br />`k,. Technical Revision No. 5 <br />1. The staff has only some•minor revisions to your reclamation <br />~\ costs (i.e., bond amount). <br />"Lj A. The staff feels the costs for "grading and shaping" a,re too <br />low. Based on our calculations, we.feel a cost of ~1,121.i5 is <br />more applicable. <br /> <br />
