The design of improvements to the chosen haul route and their construction shall be <br />completed prior to the applicant beginning hauling operations out of the pit, except for any <br />material used in the construction of the improvements. <br />MINING OPERATION PLAN <br />The applicant proposes to dry mine approximately 20 acres, in two 10-acre phases, from the <br />permitted site, over atwo-year period. The primary minerals produced will be sand and gravel, <br />for use as construction aggregates. Direction of mining will initially proceed from west to east, <br />and progress down to the shale bedrock. Topsoil wilt be stockpiled along pit perimeters for <br />later use in reclamation. Overburden material, estimated at 65,000 cubic yards, will either be <br />used as base course, or used to flatten slopes. Initially, topsoil and overburden will be stripped <br />using scrapers or dozers, and stockpiled. The aggregate will be mined with front-end loaders, <br />which will excavate the material and deposit it onto conveyors. Conveyors will then transport <br />the material to the Cortner Pit 2 site, for processing with a portable screen•and crusher.°-A} <br />maximum of~ 100 truck loads per day would be hauled from the site. <br />The operation will not affect groundwater quality on and off the site. On-site speed limits will be <br />used to control fugitive dust emissions, and city water will be used for dust control operations <br />along the roads and stockpiles. The applicant estimates approximately 2500 gallons per week, <br />using a 2500 water truck, will be needed for dust suppression. Noise levels from the operation <br />will fall within requirements for industrial zoning. <br />RECLAMATION PLAN <br />The entire pit area will be reclaimed as rangeland, for the beneficial end use. All reclamation <br />slopes will be mined at a slope of 3H:1 V. As the mining progresses, topsoil will be replaced at <br />a depth of three to six inches, and reseeding with grassland species will occur.
