PCPC <br />Re: SUP2001-OOt AR2002 <br />4/10/2002 <br />Page 3 <br />7. Special Use Permit No. 2001-001 shall be placed on a one-year review. The Department <br />of Planning and Development shall inspect the site within one year of the approval date of <br />this special use permit, and submit a status report to the Planning Commission for <br />consideration. Should the permitted activity be fully established, and the subject parcel <br />and said activity be in full compliance with all conditions of approval, Special Use Permit <br />No. 2001-001 shall thereafter be reviewed on a complaint- or violation-only basis. If the <br />permitted activity has not been fully established, and/or the permitted activity or parcel is <br />not in full compliance with all conditions of approval, the Planning Commission may direct <br />staff to schedule the permit for a public hearing at the May 2002 meeting. <br />8. The applicant shall apply with Pueblo County Public Works for a new access permit for <br />their proposed access point. All conditions associated with said permit shall be complied <br />with and construction completed prior to commencing operation of the pit. An approved <br />access permit shall be deemed as compliance with this condition. <br />9. The designated haul route shall be either Route number 1 or 2. <br />A Route 1 shall be from the access point onto Courtner Road to South Road then to Lane <br />36 then to State Highway 50. <br />B Route 2 shall be from the existing access point for the Hartman Pit onto Lane 36, then <br />to State Highway 50. <br />10- If the applicant chooses to use route 1, they shall enter into an agreement with Pueblo <br />County for the evaluation and necessary improvements to the haul route. At a minimum, <br />the applicant shall reconstruct Courtner Road from the access point to South Road to a <br />paved minor collector rural standard of 32 feet with 2-foot gravel shoulders, The <br />intersection of South Road and Lane 36 shall be evaluated by a professional engineer <br />licensed to practice in the State of Colorado and plans submitted for the reconstruction of <br />the intersection in order to facilitate its use by the applicant's truck traffic. The applicant will <br />repair damages to South Road and 36"' Lane occurring from their use as a haul route by <br />the applicant as determined by the Public Works Director. The design of all improvements <br />shall be submitted to the Public Works Department for approval. The design and <br />construction of all improvements shall comply with the Pueblo County Roadway Design <br />and Construction Standards. <br />11. If the applicant chooses to use route 2, they shall enter into an agreement with Pueblo <br />County for the evaluation and necessary improvements to the haul route. At a minimum, <br />the applicant shall reconstruct Lane 36 from the access point fo the paved section of Lane <br />36 to a paved minor collector rural standard of 32 feet with 2 foot gravel shoulders. The <br />applicant will repair damages to 36"' Lane occurring from its use as a haul route by the <br />applicant as determined by the Public Works Director. The design of all improvements shall <br />be submitted to the Public Works Department for approval. The design and construction of <br />all improvements shall comply with the Pueblo County Roadway Design and Construction <br />Standards. <br />
