In addition, the Applicant has committed to conducting pre-blast surveys of potentially affected structures pursuant to Division rules, with notices and survey requests to be sent to the owners of such structures at least 30 days prior to blasting. The surveys will be completed and submitted to the Division prior to initiation of blasting. 11. Party objectors Black Hawk/Central City Sanitation Disiriet and Si]verpollaz Metropolitan District commissioned a separate blast vibration analysis prepared by Joseph Bemosky of Leonazd Rice Engineers, Inc. dated November 10, 2005 ("Rice Report'. The Rice Report analyzes the risk from blasting activities to the Black Hawk/Central City Sanitation District's wastewater treatment plant, located across Highway 119 from the proposed quarry, and the Silver Dollar Metropolitan District's lighting structures, located adjacent to Highway 119. The Rice Report concludes that these facilities aze far more sensitive receptors than the residential structures used as baseline indicators in standazd blasting analyses and that blasting vibrations from mining operations pose a threat to components of the wastewater treatment plant and light poles lamps. 12. In a review of the Rice Report prepared by a Division specialist on November 21, 2005, the Division concludes that there is no posstbility, absent anon-compliant event, that vibration levels will exceed eotttmonly acceptable levels. The Division's analysis also concludes that if the wastewater treatment plant and light poles aze vuhterable to damage from proposed blasting, they are much more vulnerable to ordinary daily vibrations MMRR Board Order, M-200a-067
