Federal air quality regulations require that the impact of any use within this area be analyzed for potential <br />impact. No such information is provided in the application. <br />Finished evade around the lakes: In light of the fact that the County believes that wildlife habitat is a more <br />appropriate post mining land use we would like to see finished grades around the lakes no steeper than 4:1, and evert <br />flatter in some areas, to allow for successful aquatic plant growth. We would also suggest that the lake shorelines <br />take on a more undulating appearance, especially those shorelines adjacent to Highway 9. <br />Wetlands mitieation: As indicated above, the applicant is proposing to create several acres of wetlands on the <br />properly in order to mitigate for those proposed to be filled in the processing plant area. Please be sure to review <br />a detailed cost analysis for this work and c\clade is in tae linai reclamation ; o:a estimate used for bonding purposes. <br />Traffic Impacts: Since the Applicant is asking fora 45-50 yeaz approval of this permit, the County recommends <br />that the DMG include a provision in the mining permit that allows you to react to potential traffic impacts/conflicts <br />that may be associated with traffic conditions on Highway 9, ten, twenty, or forty years from now. <br />Landscape clusters: The County strongly supports the applicant's proposal [o plant landscape clusters around each <br />of the lakes. Since the application does not specify the sizes of the proposed plant material we would recommend <br />that the County minimum standards be used: I-I/2" caliper for deciduous trees, 8' height for 40% of the coniferous <br />trees and 6' height for the remaining coniferous trees, and 5 gallon containers for 50% of the shrubs and 1 gallon <br />containers for the remaining 50% of the shrubs. The landscape clusters shown on Exhibit E are more predominant <br />on [he west sides of the lakes, however they would provide a more benificial visual amenity if concentrated on the <br />east side of the lakes. The County recommends that additional landscape clusters be added to the east side of the <br />lake. It does not appear that the applicant's cost estimates include a figure for the proposed trees and shrubs and <br />should be amended accordingly. <br />Please consider the above comments as you review the application and consider this letter to be an objection to the <br />application.
