0

August 28, 1985
Page 2

If we deem such system(s) to be inadequate, or if no plans and specifications
are submitted, the issued renewal permit will allow no discharge from outfalls
~/005 and 1k007 other than surface runoff.
Concerning Pond F and its associated outfall 11007, be advised that routing the
reclaimed spoils groundwater through 007 is in violation of the "Change in
Discharge" requirements of your existing permit. Routing the spoils
groundwater dlrectly to the receiving stream (thereby bypassing Pond F
entirely) is also in violation of your permit which prohibits discharge from
an unauthorized point. Therefore, regardless of the point of spoils
groundwater discharge no permit authorization exists and thus, any discharge
is subject to enforcement action.
Sulfate limitaCions are not called for at this time although monitoring
results indicate high levels. Sulfate is normally a special concern when
discharges occur above a water supply intake. Because no intakes presently
are known to exist within a short distance downstream, no limitation is
appropriate. But if conditions change or new information identifies a
problem, a limitation may become necessary in the future..
Should there be any questions please contact Jon Kubic.
Sincerely,

Robert J.
