•
•
•
•
SUMMARY
Varra Companies, Inc. has recently become the operator of the Seahorse Ranch West
Gravel Pit (DMG No. M-O1-113). The former operator was American Concrete and Gravel,
LLC. While the water necessary for this operation was addressed by the State Engineer's Office
(SEO) on December 19, 2001, appazently the former operator did not respond to the state's
comments. This application for a substitute water supply plan addresses the operational and
reclamation water demands of the Seahorse Ranch West Gravel Pit (SRWGP). It also identifies
the water that will be used to supply these demands.
Seahorse Pond is an active gravel pit (DMG No. M-96-44) located on the same property.
The use of water for this pit was decreed in Case No. 96CW267. This pit will also be used to
store water for release during the non-irrigation season to provide replacements required for the
SRWGP.
The pit is located southeast of Gunnison in Gunnison County, Colorado. A vicinity map
of this site is Figure 1. The land occupied by the SRWGP historically supported wetlands and
crops irrigated by water from the Grilling No. 1 Ditch . The historical crop consumptive use and
evaporation from the exposed ground water were taken from values decreed in Case No.
96CW267 and from the state's consultation in that case (Attachment 1). Varra Companies, Inc.
(VCI) reserves its right to revise values in future renewal applications should that be indicated by
subsequent analyses. It also reserves the right to claim wetlands credit.
VCI will use water during its operation. The total water use during the mining phase is
estimated to be 97.57 acre-feet (a-f) per yeaz. After mining is complete, the water lost from the
site will be only the evaporation from the exposed ground water of 93.44 a-f per yeaz.
VCI will replace the consumed water by drying uplands historically irrigated by the
Grilling No. 1 Ditch. The decree in Case No. 96CW267 conditioned dry-up of six acres during
mining. An additional 54.46 acres of historically imgated lands under the ditch will be dried up
for a total of 60.46 acres. A credit of 97.57 a-f per year derives from this source. Credit for
