this operation until the drainage/seepage ditch located in the northeast corner of <br /> ' the permit area is mined through at the close of Phase 4, as shown on Exhibit C, <br /> ' Pre-Mine and Mine Plan Map. At that time, offsite flows coming from the <br /> properties north of State Hwy. 194 will co-mingle with the active mining pond <br /> water. Prior to mining through the ditch, the operator will obtain an NPDES <br /> permit, if so required by the Colorado Division of Health and Environment <br /> (CDOHE). <br /> ' Stormwater generated onsite from disturbed ground (plant site or areas prepared <br /> ' for mining) during precipitation events will either percolate into the water table or <br /> discharge to the mining pond. No stormwater discharge will flow offsite. This will <br /> ' be the case for both the North Mining Area and South Borrow Pit Area. <br /> Air Permits: <br /> ' Prior to any ground surface disturbing activities (plant site and access road <br /> development, haul road construction, aggregate hauling, and pit site <br /> development) for the North Mining Area, the operator will obtain a Fugitive Dust <br /> ' Permit from CDOHE for these activities. This permit will be kept active during the <br /> ' life of the mine. <br /> Prior to any ground surface disturbing activities for the South Borrow Pit Area <br /> ' (access and staging areas, pit load-out), the operator will obtain a Fugitive Dust <br /> ' 46 <br />
