' alluvial well water levels were static at between 8 feet and 20 feet below the <br /> ' ground surface, as shown on the State Engineer well records, Due to litigation <br /> between Colorado and Kansas requiring the abandonment of most alluvial wells <br /> along the length of the Arkansas River, the water table has risen significantly in <br /> ' this area in recent years. <br /> The proposed North River Pit operation will utilize a dragline to mine the North <br /> Mining Area with a "wet' mining method. With no de-watering of the pit, there will <br /> be no lowering of the water table resulting in no detrimental offsite impacts to the <br /> groundwater. <br /> 1 <br /> Consumptive Use of Water <br /> Consumptive use of water will be through dust suppression in the plant area and <br /> on the haul roads, and through evaporative loss from product stockpiles and <br /> alluvial groundwater exposed due to mining. The total annual depletion of <br /> Arkansas River water due to these two factors will be 13.75 acre-feet per year. A <br /> ' more complete description of the consumptive use of water by this operation is <br /> contained in the "Substitute Supply Plan"which is contained within this Exhibit. <br /> Water Rights <br /> The applicant owns 100 shares of capital stock of the Ft. Lyon Canal Company. <br /> ' These shares have historically been valued at 3 acre-feet per year for irrigation <br /> ' purposes. These ditch rights will be converted for the consumptive use of <br /> ' 29 <br />
