EXHIBIT E <br />Reclamation Plan <br />A single water storage reservoir will be the final reclaimed use for the ZSa' Avenue site. lrr this <br />area of Weld County, agriculture is a predominant land use along the Cache la Poudre River. <br />There are a number of groundwater lakes and storage reservoirs in the general vicinity of this site <br />and therefore, the proposed post mining use is compatible with surrounding land uses. The water <br />storage reservoir will encompass the majority of the site. The remaining area within the <br />proposed permit boundary wilt consist of reservoir shoreline and reclaimed or otherwise <br />undisturbed ]and. The approximate acreage of each of these areas is: <br />Final Land Use Area (acres) <br />Water Stora e Reservoir 60.51 <br />Shoreline 5.46 <br />Reclaimed or Undisturbed Land 23.19 <br />TOTAL 89.16 <br />Reclamation Measures/Materials Handling <br />The previous mining has already created the rough topography for the reservoir (see Reclamation <br />Plan Map, Exhibit F). The backfilling will be done to provide stabilized 3H:1 V shorelines <br />around the reservoir and to minimize erosion. The backfill material will consist of native <br />bedrock claystone and overburden. Throughout the life of the mine, inert material from on-site <br />and off-site sources may be used to backfill shorelines. There will not be any known toxic or <br />hazardous materials in the backfill material. Additionally, acid forming or toxic materials will <br />not be encountered during mining. <br />The mining will not leave highwalls on the property. There will be no auger holes, adits, or <br />shafts left on the property. <br />Tonsoiling <br />The top 2 to 6 inches of soil on the property is classified as topsoil. This layer includes the root <br />zone of grasses and crops, which will be stripped and stockpiled separately if it is disturbed. By <br />using concurrent reclamation techniques, the topsoil is not expected to remain in stockpiles for <br />more than 1 to 2 years. If the stockpile remains more than one growing season, it will be seeded <br />with a fast growing vegetative cover to prevent erosion. Al] topsoil will be retained on-site to <br />reclaim any lake shoreline not previously reclaimed and other areas disturbed by mining <br />activities. Where required, topsoil will be replaced to a depth of approximately 4 to 6 inches. <br />When necessary, stripped topsoil will be stockpiled parallel to potential flood flows to reduce the <br />risk of inhibiting the flow. Throughout the mining phases, the amount of topsoil stockpiled will <br />be limited by continuously using it to cap backfilled areas. <br />25'" Avenue Sile <br />DMC //7 Permit <br />Page 8 <br />
