You have stated that aggregate washing may be part of your operation. Please
describe the fate of spent wash water. Will it be discharged back to the
river? Will it be clarified in settling ponds and re-used? If any ponds are
to be constructed, please submit design details. Material cleaned out from
settling ponds could be a good source of plant growth medium. You have also
indicated that if a wash plant is installed that approximately 50 to 100
gallons of water per day may be used in washing aggregate. This would be a
very low volume unless you are talking about make-up water in a re-circulating
system. Please confirm these figures or submit new volume figures.
The application indicates that an asphalt batch plant may be set up at the
site. Please describe how possible spills will be handled.
Exhibit D- Reclamation Plan
Please report on the feasibility of utilizing fines as a plant growth medium,
and submit the grass, forb, shrub and tree species to be planted, and
applicable quantities. I would recommend preparing the area by ripping to a
two foot depth, replacement of at least six inches of suitable fines, seeding
(you may wish to contact the Soil Conservation Service for assistance in
developing a seed mix appropriate to this site), then application of a straw
mulch at a rate of two tons per acre, which will be crimped into the soil.
You have stated that the post-mining land configuration will be the same as the
present configuration. Please specify the maximum gradient of reclaimed slopes
of reclaimed slopes (horizontal:vertical). At this time, the Division has no
details on present land configuration. Please submit north-south
cross-sections of the permit area land surface sufficient to describe the land
configuration.
Please submit a re-calculation of reclamation cost based on the reclamation
tasks discussed in this section.
Exhibit E- Mao
Please submit one or more maps sufficient to clearly and legibly depict all the
details on the map previously submitted, as well as the following:
1. Location of plant growth medium stockpiles.
2. Locate ponds if any are to be constructed in conjunction with the wash
plant.
3. The topography of the permit area with contour lines of sufficient detail
to portray the direction and rate of slope of the affected land.
4. Indicate the direction that mineral extraction will proceed.
5. Delineate the boundaries of the 100 year flood plain, and the ordinary
high water line.
-3-
