Emergency natural gas-fired generators would be available to supply electricity during
outages or other unforeseen emergency situations.
S~tic Raw sewage will be discharged to an existing, on-site septic vault. The
tank will be pumped and disposed by a licensed contractor when needed.
Water Water will be provided by use of existing water rights. Water information
is provided in Exhibit G, Section G.4.
D.2.7 Roads
D.2.7.1 Piceance Site Roads
A permanent access road about 20 feet wide currently exists from the Horse Draw road
north along the west side of Piceance Creek and west to the experimental test mine
facility. A permanent well field access road, previously approved by the BLM and
CDMG, will extend from the experimental test mine facility to the Piceance Site
processing plant. This road will be upgraded during the commercial phase and will
have a total width of 28 feet, including shoulders. The Yellow Creek Jeep Trail would
not be upgraded. However, up to 6,200 feet of the road will be rerouted near the
processing plant site. All existing roads are dirt and gravel.
A main access road will be constructed from Rio Blanco County Road 5 (Piceance Creek
Road) via the Horse Draw road up to the Piceance Site processing facility. This road
will be 1.3 miles long from the Horse Draw Road up to the processing facility, with the
upper 0.5 miles coincident with the well field access road (0-5 year mining panel)
described above. The road will be 24 feet wide and will have 4-foot-wide shoulders and
3- to 4-foot-wide drainage ditches and berms, for a total width of 38 to 40 feet. The total
disturbed area is included in the total disturbance in Table D-1. This main access road
will be paved with asphalt.
Well access roads will include a main well field access road for each mining panel and
roads to individual wells. With the exception of the permanent well field access road
described above, which will serve as the 0-5 year mining panel access road, all of the
well access roads are temporary. The temporary access roads would be 12 feet wide
with 3-foot shoulders on each side, for a total disturbed width of approximately 22 feet
including drainage accommodations. As wells are retired, the well access roads would
be abandoned and temporarily stabilized until final reclamation of the mining panel.
A preliminary layout has been designed for the well access roads in the 0-5 year mining
panel. The total length of the roads will be approximately 3 miles (Agapito 1998), and
the disturbed area is included in Table D-1. For the remaining five panels in the initial
30 years of mining, disturbed areas were approximated using the road disturbance
D-11
