U <br />2.05.4(~~LTopsoil ~edistributiouucoutinued~ <br />some problem generating enough topsoil for redistribution because of the rocky surface and <br />steep slope as discussed in Rule 2.04.9, however the applicant is agreeable to acquiring <br />offsite topsoil to so]ve this problem if it occurs. The Phase 2 reclamation includes <br />redistribution of topsoil on the two coal stockpile azeas, the s]opes of the sediment pond <br />having been graded, topsoil redistributed and seeded soon after completion. <br />As previously set forth additional soil sampling will take place and nutrients added to insure <br />plant growth if needed. <br />The applicant agrees to a topsoil cover of 15 inches over the entire disturbed surface, <br />however it must be understood the cover will consist of predominately "B" soil since the <br />accumulation of "A" soil is expected to be much less. <br />Contour furtowing will be considered to avoid future problems. <br />• The entire disturbed area was retopsoi]ed except for the sediment pond and the access <br />road, which are to be left as permanent structures. <br />All work was completed according to the approved plans. Proper thicknesses were <br />achieved without importing topsoil. All slopes were 4H:1 V or less.
