October 6, 1980
Mr. Jack Vaeth
3170 Century St.
E1 Paso County Dept. of
Transportation
Colorado Springs, Colorado 80907
RE: E1 Paso County Gravel Pits
Our Files: /180-184 thru 8G-198, Inclusive
Dear Hr. Vaeth:

I have finlslied my adequacy review on the mining and reclamation permits for the
above captioned operations. I have several questions and comments thot 1 have
organized on an exlilbit-by-exhibit basis for our mutual convenience. Any exhtbtts
not mentioned are considered adequati.~.at this tine.
Two sequential weeks of publication must be clone in a newspaper of local cireula-
tlon (an Ei Paso County paper) on all 15 operations, as per our puhlication format
as given on the back of the complete form letter sent to you on September 29, 1980.
Proof of this pubiication must be submitted to the Division. Landowners of each of
the pits themselves must be notified as per Rule 3.2 as must be all adJacent land-
owners. Proof of these notifications should also be sent to our Division.
EXHIBIT A
'flow many acres of disturbenca are planned for each of the 15 pitst 1 need to Y.now
the exact maximum acreage for each pit individually as opposed to a statement of
"under 10 acres" for all of them.
EXHIBIT B
'1. Idiilch two operations involve enlargement of stock watering ponds? The shores
of these ponds should not be left, at a slope of steeper than 3:1 after opera-
tions cease.
2. Topsoil should be stockpiled for enough back from the working face of the
escarpment such that It does not fall Into ilia pit to be accidently hauled away
with the gravel (for the entire life of the gravel pit).
3. Topsoil stockpiles should be planted with a protective perennial grass cover.
A typical such rnver would be Western wheatgrass at a broadcast rate of 6 lbs.
PLS/acre.
4. Topsoil stockpiles should be otherwise protected from wtnd• and water erosion.
Stockptlo slopes should be relatively gentle. TFielr location should be on
level ground. away From ephemeral drainageways. If erosion Into ephemeral
stream drainages Is a potential problem for any topsoil (or, for that matter.
gravel) stockpile, berming should be done to prevent such topsoil movement.
