<br />the contingency plans which have been developed to preclude sustained <br />combustion of such materials; <br />RESPONSE: <br />There will be no coal mining at Mine No. 3, this section is no longer <br />applicable. <br />No acid-forming or toxic-forming materials exist within the <br />overburden, soil, or coal seam to be mined. A detailed description of <br />the chemical characteristics of all of these materials is presented <br />under Rules 2.04.6 and 2.04.9. <br />• <br />Flammable liquids, such as oil and fuel, are protected from <br />spilling into adjacent areas by earthen structures surrounding each <br />storage facility for such liquids. Grease and ail produced as a <br />by-product of the mining operations proposed herein, will be removed <br />from the site by a commercial disposal collector. All garbage is <br />collected in dumpsters and transported offsite by a local contractor. <br />Inert non-coal wastes already in the Middle Creek portal pit will <br />be completely buried during the backfilling operations. These <br />nonhazardous, chemically and biologically inactive materials include: <br />1. Rubber- gaskets, hose, tires. <br />2. Plastic - drainage tile, tarps, hose, containers. <br />3.
