If <br />the tract were offered for lease and someone other than Wyoming Fuels <br />were the successful bidder, it is most likely that they would use <br />a mining method similar to that used by both Kerr and [.Tyoming Fuels. <br />Surface mining using stripping techniques has proven to be the best <br />method for maximum economic recovery of the coal resource in the <br />• steeply dipping Sudduth Coal Seam. <br />The preferred alternative is to provide for leasing and develop- <br />went of the coal resource by the applicant. <br />Other mining methods such as underground mining and in situ ( <br />processing would be economically and technically impractical on this <br />small acreage and therefore will not be considered as a reasonable <br />alternative:=- <br />B.
