2.05.4 Reclamation Costs <br />A. Worst Case Analysis <br />In crder for the Division to adequately verify the current and <br />proposed disturbances over the term of the permit, the nature and <br />extent of each of the separate pit disturbances at the mine must <br />be clearly described. Without this information, it is not <br />pcssible to verify the quantity of overburden material which will <br />need to be backfilled and graded at each pit area at any one <br />point in time. Specifically, the Division needs the following <br />information in order to assess the worst case extent of <br />disturbance occurring during the 1986-1991 permit term. <br />1. Dimensions of pits and spoil ridges (length, width and <br />height) <br />2. Volume of material comprising 4 spoil ridges behind the <br />active pit(s) <br />3. Volume of box cut spoils to be hauled to final pit(s) <br />4. Volume of material to be drilled, shot and moved during <br />highwall reduction <br />i. Schedule (year and month) for completing mining, angering, <br />backfilling and grading operations. This information should <br />be listed separately for each pit area at the mine, whether <br />active or idle. Although some of this information has been <br />provided for the: <br />• 1. Wolf Creek pit area <br />2. ',Jadge pit area (oriented NW-SE and advancing in a HE <br />direction <br />3. Unnamed pit (oriented NE-SW and located in the NW 1/4 <br />Sec. 12 and SE 1/4, SW 1/4, Sec. 1) <br />4. Pit/auger area located in the SW 1/4, SW 1/4 Sec. 12 <br />and E 1/2, SE 1/4 Sec. 11 <br />5. Solid waste disposal site/auger area <br />6. Pit B/auger area <br />7. Auger area located in the NE 1/4, NE 1/4 Sec. 2 <br />A current disturbed area topographic map or aerial photo map of <br />the mine area would greatly facilitate verifying material volumes <br />and disturbed surface areas at the mine. The backfilling costs <br />presented in the renewal application are based on a sinyle volume <br />figure comprising "four spoil ridges behind the active pit;" it <br />is unknown whether this figure includes spoil material from each <br />of the pit areas listed above. No reference is made to the plan <br />or associated costs for backfilling box cut spoils or for <br />reducing highwalls in accordance with the approved plan. <br />RESPONSE: <br />Attachment 13-1 to Tab 13 details areas and volumes used to calculate <br />• reclamation costs. Anew Table 13-1 has been added to Attachment 13-1 <br />which details: (1) dimensions of pits and spoil ridges (length, width, <br />and height); (2) volume of material comprising the ridges behind the <br />39 Revised 8/27/86 <br />
