sites possible for the planting program. These sites are best <br />determined through field observations after the mining operation and <br />final grading phases have been completed. Because of the complex <br />premining topography and the methods employed in final grading of the <br />reclaimed areas, a diverse topographic relief is created in the <br />reclaimed landscape that is beneficial to tree and shrub plantings. <br />This topographic relief is difficult to show on the postmine contour <br />maps because of the scale and contour intervals used. Thus, in order <br />to allow maximum flexibility in selecting planting locations, it was <br />determined that an annual planning map would be more appropriate than <br />submitting a shrub and tree planting plan for the entire mine <br />disturbance area at permit application time. While in-house work maps <br />for annual tree and shrub planting were developed, Peabody has been <br />remiss in meeting the annual CMLR submittal requirement for this map. <br />It should be noted that the "Annual Topographic Map" is not synonymous <br />with the annual shrub and tree planting map. <br />The attached map (Shrub and Tree Planting Areas - 1979 through Spring <br />1986) shows the actual shrub and tree planting areas for years <br />1979-1986 (excluding year 1980 in which no trees or shrubs were <br />planted).
