and objectives of a proper topsoil replacement program and are • <br />C familiar with appropriate techniques. <br />Seedlings will continue to be planted in selected areas as specified <br />in the permit. PCC will continue to purchase the best planting stock <br />available and will diversify sources. Both potted and bare root stock <br />will be used (deciduous species only). The time span between delivery <br />of materials and planting will be minimized and plantings will be done <br />in spring and fall. Professional planting assistance will be <br />considered, if necessary, in order to improve timliness of the <br />planting effort, proper planting of the seedlings, and survival and <br />establishment. <br />Finally, better documentation of established shrubs and improved <br />density counts will be achieved through improved sampling efforts. It <br />is PCC's belief that a direct count method using the 50m2 quadrat as <br />detailed in the "Revegetation Monitoring Report" will provide the best <br />results for density. Improvements to this methodology will include <br />(1) a more deliberate approach in counting stems within the quadrat, <br />and (2) increasing the number of sample points. By taking a more <br />deliberate approach in counting stems, additional shrub individuals <br />will be identified that are not readily noted because of overstory <br />canopy or small size of the shrubs and similarity in appearance to <br />some of to the herbaceous species. Sample size will be increased <br />significantly for the shrub density quadrats. This need is based on <br />the large variability in the data as noted in the "Revegetation <br />C Monitoring Report". Exact sample size will be specified after review • <br />of the existing data and presented prior to the 1987 field sampling <br />season. <br />The program as outlined under "Measures to be Implemented" will be <br />carried out in various stages as necessary. The procedures and the <br />results of this program will be monitored in order to document the <br />level of success and to make any necessary modifications or <br />improvements. <br />2.05.4 Reclamation Plan <br />10. Page 20 of the original Seneca II Findings Document specified <br />that "Peabody Coal has committed to submit to the Division an <br />annual planning map for the reclamation to be done for a <br />particular year showing the approximate location of the shrub and <br />aspen plantings". Is this map synonymous with the "annual <br />Topographic hlap" (Annual Reclamation Report) referenced as a <br />"Note" on the Table 13-Table of Contents? If not, Peabody Coal <br />should discuss the locations planted to date with corresponding <br />maps and commence submitting this required map on an annual <br />basis. <br />RESPONSE: • <br />Tree and shrub ~st8alishment can be enhanced by selecting the best <br />30 Revised 8/27/86 <br />
