2.03.4 Legal, Financial and Compliance Information <br />1. All pertinent portions of the permit application must be updated <br />to reflect recent changes in corporate structure (personnel), and <br />locations of general and regional offices. <br />RESPONSE: <br />See attached revised pages to: <br />Tab 2 - General Policies <br />Tab 3- Adjudication File (pages 3-2, 3-4, 3-9, 3-10, 3-11 and 3-14) <br />Attachment 3-7 - Officers and Directors of Peabody Coal Company <br />In addition, the Table of Contents for permit revisions has been <br />modified to include Minor Revisions Noll and 22. <br />HYDROLOGY <br />2.04.7 Hydrology Description <br />1. On Page 7-59 of the original permit, the statement is made that: <br />"As mining progresses into the Fish Creek watershed, these data <br />(dissolved constituent concentrations) will be checked to <br />determine if there is a deteriorating effect on Fish Creek due to <br />the mining of Seneca II". <br />Data obtained from the annual hydrologic reports indicate that <br />the concentration of some dissolved constituents in "Cow Camp <br />Creek" as measured at Site SW-S2-6 have doubled yearly since <br />1983. <br />A detailed analysis of this data, which will include an actual <br />impact analysis to Fish Creek, should De incorporated into the <br />permit renewal application. <br />RESPONSE: <br />A revised Probable Hydroloyic Consequences has been included in Tab 7 <br />as Section VII, Seneca II Permit Renewal (1986) Hydrology Information <br />(attached). A detailed analysis of all relevant available data is <br />provided and an impact analysis to Fish and Grassy Creek is also <br />included. In order to assess the effect of mining and to predict <br />future effects of mining on Fish Creek, additional monitoring on Cow <br />Camp, Bond and Fish Creeks has been committed to (Section VII.A.2, <br />Surface Water - Flow ar~d Quality). In addition, monitoring of Spoils <br />Spring #1 will be intensified Section VII.A.2. and a spoils monitoring <br />well program has been designed and will be initiated this fall <br />.
