Mr. Mike Applegate, P.E. - 2 - December 17, 1985 <br />Exhibit D - Mining Plan: <br />J,.) The application (page D-1) indicates that "water impoundment is not <br />part of this operation." Certainly, anytime groundwater is contacted <br />and exposed by a gravel pit, the water is going to remain exposed and <br />impounded after mining is complete. It is our understanding that <br />groundwater is being exposed and will remain exposed. Is this correct? <br />~2.) There does seem to be an excess of topsoil. This is very good. Please <br />verify that there will always be stored enough topsoil to reclaim all <br />disturbed areas not in water to a minimum soil depth of 12 inches. <br />f3.) Please verify that only clean concrete (without rebar) and clean rock <br />will be used as rip-rap below water line with slopes no steeper than <br />3H:1V. Also, verify that no trash or asphalt will be placed into this <br />pit. <br />Exhibit E - Reclamation Plan: <br />~1.) It is our understanding that slopes will not exceed 3H:1V in steepness <br />5 feet above to 10 feet below waterline, and no steeper than 2H:1V <br />below 10 feet under water line. Also, 12 inches of topsoil will be <br />redisturbed and vegetation established via the submitted seed mix. <br />J 2.) How will the operator reclaim roads, scale house and staging areas? <br />Exhibit G - Water Information: <br />1.) The application (page G-1) states that an NPDES permit is not required <br />for this operation. This is inaccurate according to the State Health <br />Department. That agency was contacted and they will be notifying <br />Mr. Nauta of possible permit requirements. <br />Exhibit L -Reclamation Costs: <br />1.) We will recommend a Financial Warranty of 59,600.00. <br />Please forward the landowner and adjacent landowner notifications and legal <br />proof of newspaper publication.
