• Replacement depth in the Ponds 3 and 4 areas will average approximately 6 <br />inches, consistent with removal depths in this area which were limited by <br />previous disturbance or contamination of topsoil resources. Similar to the mine <br />facilities area, regraded areas for Pond 3 and 4 will be ripped to a depth of two ' <br />~•. <br />(2) to three (3) feet prior to topsoil replacement. Once the topsoil is placed, it <br />will not be disturbed through surface manipulations in order to avoid mixing soil <br />and overburden. Approximately 5,700 cy of soil material from Stockpiles M-3 <br />and the Newlin Creek stockpile will be utilized for reclamation to the Pond 3 and !. <br />4 areas. <br />Topsoil was respread at the loadout during the initial reclamation activities. <br />Approximately 6 inches of topsoil was replaced on regraded areas from the two <br />existing topsoil stockpiles. <br />Soil replacement operations and associated volume are summarized by Tables <br />31a and 31b, Topsoil Handling Plan, presented in Section 2.05.3, Operations <br />Plan-Permit Area. <br /> <br />With the exception of those areas previously discussed, where topsoil <br />replacement thickness will be limited and deep ripping will be utilized to <br />enhance ground conditions for revegetation, topsoil replacement activities will <br />generally be uniform. Prior to topsoil replacement, regraded areas left in a <br />roughened condition will be ripped to a depth of approximately one (1) to two <br />(2) feet to alleviate compaction. Topsoil will then be replaced utilizing either <br />tractor scrapers or wheel loaders, trucks and tracked dozers to place and <br />spread topsoil material to a uniform depth. To date, EFCI has relied upon <br />operator judgement to control soil replacement depth.
