Consistent with applicable provisions of Rule 4.10.4(5), EFCI completed a <br />program of physical and chemical testing of soil and refuse materials as a <br />preliminary step to evaluate and compare the relative suitability of these <br />materials as revegetation media. The results of this program, as documented <br />by Exhibit 9. Comparison of Refuse and Soil Suitabilities, indicate that <br />further testing to verify the suitability of refuse materials may be <br />justified. Testing also demonstrated that there is no significant difference <br />in suitability characteristics between the "A" and "B" soil horizons.
