. t. <br />State of Colorado <br />Mr. Gary Curtiss <br />June 6, 1997 <br />page two <br />4. continued-- <br />Division of Minerals and Geology <br />The mining will be initially conducted such that the processing area <br />which is on Bench #2 will be shot back and expanded back into the quarry <br />to the West, until the bench and highwalls are maximized tying into the <br />Bench 3. The processing equipment will then be moved back and Bench 1 <br />will be shot back to enlarge the Bench 1 shipping and turn around area <br />as well as the stockpile area. <br />Upon both of these being completed, the mining will progress back, <br />maximizing Bench 2, 3, and 4 rock production until the benches are <br />minimized above 2 (the processing equipment area), and the highwalls <br />above 2, 3 and 4 are maximized. At this point, the mining will move <br />up to the further most level and begin the finished highwalls and benchs <br />coming down, eventually landing at the level 2 elevation, allowing for <br />a reasonable drainage slope in the floor. The last step will be to lower <br />the balance of the area to the bench 1 elevation, and then the final <br />reclamation of the benchs can take place. <br />The crusher fines will not be stockpiled long term, any different than <br />any other products. It is our intent to ship both crusher fines and <br />base course to our regular customers on an ongoing basis, so that they <br />do not overtake our storage areas. <br />More than adequate topsoil exists either in the current stockpile area <br />and/or new product to be stripped in the course of mining in the future. <br />Adequate stockpile area exists for this. The commitment exists within <br />the County permits to place the 14" topsoil as stated in the reclamation <br />plan. This shall serve as our affirmative commitment to this as well as <br />the 3:1 sloping as a maximum slope in all areas other than solid rock <br />highwalls. <br />It is our intent to maintain the design volumes of the ponds as outlined <br />in the drainage plan. These may be increased over time, and we will <br />likely include the crushing/processing equipment within a detention pond <br />area, and if so, we will maintain equal or greater volumes at all times <br />during the course of mining. <br />5-7.These are answered in ~4 above, which serves as our mining plan. <br />Please find enclosed a copy of the Jefferson County Permit documents <br />which calls out the blasting requirements, together with an independent <br />study for the property prepared by Micro geophysics Corporation which <br />concludes the .5 in/sec criteria which was then used by Jefferson County <br />and incorporated within their permit. We will be adhering to these <br />requirements, as well as submitting annual reports of the blasts as <br />spelled out in the Jefferson County Permit as well. This shall serve <br />as our affirmative commitment to incorporate this criteria into the <br />MLRB permit as well. <br />
