Exhibit E - Reclamation Plan • <br /> 2) Earth dams, if necessary to impound water, may be constructed if the formation of such <br /> impoundments will not damage adjoining property or conflict with water pollution laws, rules or <br /> regulations of the federal government, the state of Colorado or with any local government <br /> pollution ordinances. <br /> Earth dams are not anticipated under this proposal. <br /> 3) All surface areas of the affected land, including spoil piles, shall be stabilized and protected <br /> so as to effectively control erosion. <br /> Please refer to the soil stabilization and management plan under Exhibit I-Soils Information. <br /> 3.1.7:Groundwater - Specific Requirements. <br /> The quality of groundwater will not be adversely impacted by this operation. Issues concerning <br /> depletion will be addressed in a temporary substitute supply plan with the Colorado Office of the <br /> State Engineer, Division of Water Resources. As such, no Rule for Rule reply appears warranted <br /> under Section 3.1.7. <br /> END - 3.1 <br /> Resume 6.4.5 <br /> d) Where applicable,plans for topsoil segregation,preservation, and replacement;for <br /> stabilization, compaction, and grading of spoil; and for revegetation. The revegetation plan shall <br /> contain a list of the preferred species of grass, legumes,forbs, shrubs or trees to be planted, the <br /> method and rates of seeding and planting, the estimated availability of viable seeds in sufficient <br /> quantities of the species proposed to be used, and the proposed time of seeding and planting; <br /> Soil salvage,preservation and replacement are detailed under Exhibit D-Mining Plan and Exhibit I <br /> -Soils Information. Revegetation will utilize the grass mixture specified under Table E-1: <br /> Revegetation Seed Mixture. Forbs, shrubs and trees are not included as the primary goal is to <br /> stabilize the site for general agriculture and for future residential,commercial and industrial <br /> development. The seed mixture will serve to complement the existing ecosystems and future <br /> ponds, without conflicting with the goals of development that may introduce a different mix of <br /> forbs, shrubs and trees than a wildland planting would require. <br /> e) A plan or schedule indicating how and when reclamation will be implemented. Such plan <br /> or schedule shall not be tied to any specific date but shall be tied to implementation or completion <br /> of different stages of the mining operation as described in Subparagraph 6.4.4(1)(e). The plan or <br /> schedule shall include: <br /> i) An estimate of the periods of time which will be required for the various stages or <br /> phases of reclamation; <br /> ii) A description of the size and location of each area to be reclaimed during each <br /> phase;and <br /> iii) An outline of the sequence in which each stage or phase of reclamation will be <br /> carried out. <br /> (The schedule need not be separate and distinct from the Reclamation Plan, but may be <br /> incorporated therein.) <br /> 8 <br /> EXHIBIT E - Reclamation Plan <br /> Colorado Division of Mineral s& Geology Regular Impact [1121 Construction Material Permit <br /> Sand Land, Inc. - Kurtz Resource Recovery & Development Project -January 1999 <br />
