Page 2 <br />2) Portals, adits, ventholes, and any other such features of the <br />mine cannot be permanently closed without the approval and <br />consent oP the Department of Energy. This would be applicable <br />to the reclamation plan in the event that Cotter would cease <br />mining when the D.O.E. considered the mine to still hold <br />marketable ore. <br />3) According to the lease, reseeding must be done under the <br />recommendation of the surface managers, the Bureau of Land <br />Management. Therefore, Cotter is obligated to use the seed <br />mixture recommended by this agency. <br />4) All pre-existing structures, including roads, must be left <br />intact and restored to their original state at the cessation <br />of mining. <br />8. The angle of repose of the waste material is the steepest angle at <br />which this unconsolidated material will sit naturally without <br />constraints. <br />To Exhibit E, add "In the event 2:1 slopes cannot be achieved, the <br />angle of regraded slopes will not be conspicuously different than <br />the angles of slopes in the surrounding terrain. <br />C. It is probable that an evaporation pond will be needed. (See <br />location on Exhibit C-2.) Slopes will be no steeper than 2:1, <br />except from five feet above to ten feet below the expected water <br />line where slopes will be no steeper than 3:1. All provisions <br />in section 6.2 of the Rules and Regulations will be adhered to. <br />Further details will be supplied to the Board at a later date. <br />After mining operations have ceased, the evaporation pond will <br />be left as a stockwatering pond of which there are several on <br />Monogram ttesa for holding precipatation and intermittent drainage. <br />D. Approximately 2" - 6" of fine waste material will be spread over <br />the waste dump and surface facility area. <br />E.
