Reschke, PE 19691, hereby certify that the Lower Coal <br />Canyon Permanent Diversion located between Powderhorn Coal <br />Company's Cameo Refuse Disposal Areas Nos. 1 and 2 meets or <br />exceeds the design requirements of plans submitted to and <br />approved by the Colorado Division of Minerals and Geology. <br />Design information can be found in Appendix WW, and Exhibits 51 <br />and 53, Volume 7 of our Mining and Reclamation Permit Application <br />No. C-81-041. <br />Relocation of the channel was done in 1985. I was not on site at <br />the time of construction but inspected the channel on November 8, <br />1995 (approximately 10 years later). The design slope for <br />channel between drop structures was 0.6%. The actual slope as <br />taken from recent air photos ranges from 1 - 1.5°s. The design <br />bottom width was 40 with 2h:ly side slopes and a depth of 4.5'. <br />Several measurements showed a 40 - 42' bottom width, <br />approximately 2h:ly side slopes and 5-8' depth. The drop <br />structures in the design were not very specific. The existing <br />structures consist of large (generally greater than 2' diameter) <br />sandstone rock installed across the drainage and up the sides. <br />The four drop structures, starting at the top, drop the water <br />approximately 3.2', 5.0', 4.8' and 4.3' respectively. These drop <br />structures have historically been a high maintenance item and are <br />being reviewed at this time.
