EXHIBTT B
Site Description
The site is located 26 miles Southeast of Hugo Colorado and is open rangeland. The site will be
located on a rise in the terrain at an elevation of approximately 4920 fed. Tbe terrain for the most
part is flat, but does have slopes that rise to approximately 3: 1 on as outcropping where the
material is located.
There are no man made structures within 200 fed of the proposed operation. These is a ranch road on the
prop®ty but wr11 need to be bladed smooth and used as the access road to the pit haul road.
Soil in the area from the United States Department of Agricuhure Soil Couservatioa Service
shows that they are mostly Heldt Clay loam with 2 °Yo slopes as well as Haxtun sandy loam.
Vegetation in the area is native grasses of mostly buffalo and western wheat grass and used as
grazing. The area does have yucca and other varieties of cactus.
There is no major wildlife in the area, or endangered species, nor will any wild life habitat be
impacted.
EXHIBTT C
Mining Plan
This operation will commence m early 2004 and with the amourrt of material available it should
continue until 2024. This operation will be active but wi11 be used less than 180 days per year.
Topsoil Wins from 6 to 10 inches in depth and wi11 be salvaged and stockpile for use in
reclamation. These stockpiles, if needed, will be seeded with a fast growing mixpue seed of forts
or prosso millet. to stabilize them and corrtcol run off erosion. The over burden varies in depth from
2 feet to 4 feet abe will be stockpiled if not used as a binder for the sand and gravel and any
stockpiles will be treated the same as topsoil with seeding done if natural growth does not hold the
material in place. The material runs at a depth of apprmcimately 5 to l2 foot and the noel while the
operation will betaking place is mostly good gravel the main commodities will be sent! and
gravel.
This will be a pit operation with scrapping the material with a bulldozer or end kreder from the
pit in a east to west direction and stockpiling it in the loading area to be removed as needed to
job locations within Lincoln County. The stockpiles a~f topsoil, overburden and material will be
the only disturbance to the land surface besides the operation. No water, screening or chemicals
will be used nor will any water be contacted in this operation.
The area does have a man made drainage area which drams i~o a holding pond approximately
'/~ mile to east of the operation from the north and away from the pit. In order to keep to a
minimal amend of disturbance to the hydrologic balance only a small area will be exposed at
any time and sloping will be done to control any run off at 3: 1 or less. If needed the area will be
seeded with a fast growing ground cover umil full reclamation begins. Topsoil will be rephtced
at the depth of at least 6 inches and augmented as recommended by the NRCS prior to p(antiag.
The soil in the area is fast to perk and the run off will be minimal.
