(Cont.) <br />EJ Ij the hydraulic gradient u reversed within the 7-day period, as determined by development oja graurrdwater <br />potentiometric surface map using groundwater level data collected at the end of the 7-day period jrom the <br />groundwater monitoring wells identified in Section A.S(!J, the normal water level monitoring program, as set <br />forth in Paragraph (!J above, will resume. lJrhe hydraulic gradient has not been reversed within the 7-day <br />penod, the permittee shall submit to the WQCD, within 30 days ojthe end ojthis 7-0ay period, a response plan <br />that sets forth the measures to be taken to reestablish the reversal ojthe groundwater flow toward the West Pit <br />and a schedulejor its implementation. <br />FJ iYithin 3 calendar days of completing the groundwater level measurements described in Paragraph (3J(aJ above, <br />the permittee steal! also: (iJ conduct a visual seep inspection in the area ojhistorica! surface seepage, as shown <br />in Figure 1, (iiJ confirm that the steady-state groundwater table elevation in the downgradient Rito Seco <br />alluvial extraction wells (M-32 and M-33J is equal to or below 8540 jr amsl, and (iii) collect a water quality <br />sample jrom RS-1 to confirm that wafer quality standards are being met in the Rito Seco. The results of these <br />measurements or observations shall be transmitted in a report to N'QCD within l4 days ojcampleting al! ojtlte <br />measurements and observations. A separate compliance schedule activity, may be required under Sections <br />A.S(SJ, A.S(bJ, and A.S(]J if any of these inspections or measurements indicate conditions of the groundwater <br />system that are not consistent with the terms and limitations set forth in this permit. <br />/mplementation of the response plan mast be performed in accordance with a schedule approved by the WQCD. <br />Additionally, the WQCD may reopen the COPS permit to consider additional pit or alluvial groundwater <br />measurement requirements, based upon the results obtained jrom implementation of the response plan, if <br />necessary Io assure maintenance ojthe hydraulic gradient reversal. <br />2) Compliance Schedule for Historic Seep Area: <br />The historical seeps were caused by the seepage front flow and mav, in the future, also be caused by natural variation <br />in the Jlaw ojgroundwater in the vicinity of the histonca! seeps. The permittee steal! conduct a monthly visual <br />inspection oJthe histonca! seeps, and the permittee shall report any seepage flow that is associated with the area of <br />Historic seepage expression, as u identified in figure 1 ojthe permit. <br />If these inspections ident~ the occurrence of seeps, the permittee will be required to communicate verbal/y to the <br />WQCD within 14 Fours of the seepage observation, followed by written notification within 7 calendar days of the <br />seepage observation. Verbs! updates will then be provided to the WQCD every second day thereafter until a <br />determination has been made regarding the status aj the West Pit groundwater contra! rystem through the <br />implementation of the following compliance schedule. <br />AJ fn the event surface flow at the seep(s) is observed, groundwater level measurements will be taken, by the end ajthe <br />following calendar day jrom the date of the first observation ojseepage, jrom groundwater monitoring wells: <br />BF-3, BF-4, BF-S, BF-6, M-llR.
