Enclosed is a copy of the final rationale and discharge permit (CO-0045675} that was issLted to Battle
Mountain Resources, Incorporated and Battle Mountain Gold Company on December 8, 2000. Please
note that there have been several changes made to the permit to address comments received from the
public and the Region 8 office of the Environmental Protection Agency. These changes are described in
Section VILA, of the rationale (pages 32-39) and are further clarified in Section VI.A.Z. of the rationale
(pages 11-13), in the monitoring requirements for discharge point 002 (pages 21 and 22 of the rationale)
and in Section VI,D.2.b) of the rationale (pages 23-26).
A copy of this letter is being sent to each party that commented during either of the public notice periods
or provided a mailing address when they attended one of the two public meetings. A copy of the permit
and rationale is being provided to each party that made written comments on either draft permit. Extra
copies of the permit and rationale will be sent to the Costilla County Commissioners Office so that local
citizens can obtain a copy. A copy of the permit and rationale can also be obtained by calling Marla
