A. There have been no spill events for this facility from August 1976. to the <br />present. <br />B. This facility is positioned in such a location that should a spill occur, <br />a spilled product could possibly reach [he navigable eaters of the Yampa <br />_ River of the United States. Each type of anticipated major failure is <br />discussed below with the probable direction of floe and quantity. <br />Source Product <br />Tank 1 Hydraulic Oil <br />Maximum Quantity <br />10,000 Cal <br />Direction <br />East to <br />Nilliams Fork <br />River <br />Tank 2 90 weight oil <br />8,000 Cal <br />f ~ <br />Probable Failures: <br />Tanks (major) - Vandalism, Foundation failure <br />East to <br />:7illiams Fork <br />River <br />Tanks (minor) - Seam failure, 6 corrosion (tanks sealed in <br />polyureathane foam and painted). overfilling, <br />spillage from filling, vandalism. <br />C. To insure no spilled oil will leave the location, an earthen dike sealed <br />with drillers mud will be built at the collection end of the facility. The <br />diked area will be larger than the concepts of the largest tank plus suffi- <br />cient freeboard for precipitation. <br />Periodic visual checks are made to check for a spillage or problems. A <br />stock of•floor-dry will be maintained at the mine warehouse to clean minor <br />spills. <br />D. Other considerations: <br />1. Facility Drainage: A small pump will be available to remove <br />storm eater which is free from oil (visual). <br />2. Storage Tanks: All storage tank construction materials are <br />compatible with material stored. Each tank is measured before <br />receiving shipment to insure proper containment. <br />3. Security: A Locked gate across the road into the mine area will <br />limit the accessibility by vandals. (see map) <br />4. Training: A copy of [he SPCC Plan will be posted in the Foreman's <br />room at the mine. Personnel having frequent contact with the tanks <br />will be briefed on the SPCC Plan. <br />r i <br /> <br />~J <br />
