I <br />2. The influent composite sample used in permit reporting is not being collected properly. The <br />current procedure is to collect a single grab sample. Because of normal variations in raw sewage <br />strength, the current sampling procedure is not representative of true conditions. The permit <br />requires that individual samples be collected over a period of 8 or 24 hours, and composited based <br />on flow proportioning. This issue was also noted in our last inspection, and communicated to <br />Bowie Resources in our inspection letter dated September 8, 2000. We have included an <br />explanation of the sampling process titled Flow Proportioned Comnosite Samnle.
