<br />-~- <br />Exhibit D - Reclamation Plan (continued) <br />2. Specify the maximum gradient of reclaimed slopes (horizontal vertical). <br />We recommend 3:1 or gentler for purposes of stability and reregetation establishment. <br />If you propose steeper slopes you should include a ,justification that supports the <br />proposed post-mining land use and demonstrates compliance with the applicable <br />performance standards of Rule 6. <br />3. Specify the thickness of topsoil to be replaced. We recommend using at least 12 <br />inches of topsoil material to enhance root penetration and hasten revegetation. <br />4. Specify when the site will be seeded -late fall or early spring. Note how the <br />seedbed will be prepared to eliminate compacted conditions (e.g., plowed, chiseled, <br />disced). Note whether fertilizer will be utilized, and if it will, then note the type <br />of fertilizer, application rate and how it will be incorporated into the soil. <br />5. Specify the grass, forb, shrub and tree species to be planted and the applicable <br />quantities. Specify the quantity of each grass and forb species as pounds of pure live <br />seed per acre and the number of each species of shrubs and trees per acre. <br />6. Specify the application method for grass and forb seeding. If the seed is to be <br />broadcast, the application rate should be twice the rate required for seed drilling, and <br />the seed should be raked or harrowed after application. <br />7. Specify the kind of mulch to be used and rate of application. <br />8. Specify arty ponds, streams, roads and buildings that will remain after reclamation. <br />These features must be shown on the Exhibit E - Map. If ponds are part of the <br />reclamation plan, the slopes can not be steeper than 2:1, except from 5 feet above to 10 <br />feet below the expected waterline where slopes can not be steeper than 3:1. Where <br />wildlife habitat is the proposed future land use, shore lines should be irregularly <br />shaped to promote a diverse wildlife habitat. <br />9. Specify the reclamation treatment of arty waste rock dumps, tailing impoundments, <br />underground mine openings, buildings and other features specified in your mine plan but <br />not previously addressed in the reclamation plan narrative. This should describe the <br />measures taken to minimize disturbance to the hydrologic balance, prevent off-site <br />effects, and. provide fora stable configuration consistent with the proposed future land <br />use. <br />10. The maximum amount of financial warranty fora Limited Impact Operation is <br />55000.00.* If you wish to commit to a 55,000.00 financial warranty, then you do not <br />need to provide an estimate of reclamation costs. If you want to post a financiaT- <br />warranty in a lesser amount, then you must provide an estimate of the actual costs to <br />reclaim the site based on what it would cost an independent contractor to complete <br />reclamation including unit costs for the following activities as appropriate to the <br />operation: backfilling, grading, topsoil application, seeding, mulching, fertilization, <br />and labor. <br />* fie Board will assess a financial warranty not to exceed 520,000.00 for any mining <br />operation which uses cyanide compounds in a leaching process. <br />
