<br />-6- <br />Exhibit C -Mining Plan (continued) <br /> <br />11. Specify whether the deposit/ore will be processed on-site. Processing includes <br />crushing, screening, washing, concrete or asphalt mixing, or milling. If the <br />deposit/ore will be processed, then describe the nature of the process, facilities and <br />chemicals utilized. The description should describe the measures to be taken to <br />minimize disturbance to the f~ydrotogic balance, prevent off-site damage, and provide for <br />a stable configuration of the reclaimed area consistent with the proposed future land <br />use. The process area and arty structures must be described on Exhibit E -Map. <br />Note: If tailings ponds, heaps or vats are part of the milling process, the mine ,plan <br />description should address the following: <br />Plant Facilities. Describe the chemical types and quantities to be utilized, <br />chemical storage and spill containment. Plant operation details should include <br />tank capacities, operating solution volumes, sump/pump back systems, curbing, etc. <br />Tailings and Heaps. Describe the chemical constituents of the tailings or leached <br />ore, the chemistry of any leachate, anticipated impacts to ground or surface waters <br />and design details such as liners, diversions or chemical treatment facilities to <br />be used to control these impacts. <br />Drainage Control. Describe the measures used to divert upland drainage away 'from <br />the site both during and after operation. This should include design details <br />demonstrating the capacity of ditches and impoundment structures to contain <br />operating solutions and the volume of water generated by a significant rainfall <br />event. <br />Maps and Plans. Design drawings should describe specific design details for, <br />tailings ponds and embankments, heap or vat configurations, ponds and ditches, ore <br />and tail transport systems, etc. <br />EXHIBIT D - Reclamation Plan <br />The purpose of the reclamation plan is to describe the timing, procedures, criteria and <br />materials that will be used to reclaim the affected sand to the proposed future land <br />use. This plan must be correlated to Exhibit E - Map. The description of the <br />reclamation plan must be adequate to satisfy the requirements of Rule 3 and demonstrate <br />compliance with Rule 6. The ]oval representative of the Soil Conservation Service can <br />provide you with recommendations for on-site reclamation. At a minimum, you should <br />include the following information: <br />1. Specify the thickness of overburden to be replaced and when the overburden will be <br />replaced in relation to ongoing extraction. Ne recommend that you consider backfilling <br />and establishing the final reclaimed grade on previously mined areas at least once per <br />year. If you backfill and reduce slopes as soon as practicable, then you will generally <br />be increasing the efficiency of the operation by minimizing the handling of overburden, <br />hastening reclamation and release of the financial warranty back to you. <br />
