BLM West Gravel Pit <br />Mining Method [o be Employed <br />Exhibit D <br />Mining Plan <br />The BLM West Gravel Pit will be entered by the County. To provide a source of sand and gavel for the <br />county road construction and maintenance within the vicinity of the pit. <br />As indicated on the attached plans, it is proposed to extract sand and gravel deposits in a southwesterly <br />direction. Topsoil and overburden materials will be stockpiled in the mined out pit area as indicated. If <br />deemed necessary by BLM personnel, Jackson County will stabilize the topsoil stockpile with suitable <br />vegetation. Temporary seeding of topsoil stockpile will be seeded with the same seed mixture as used in r <br />reclamation. <br />Gravel deposits will be excavated to maximum depth of 15 feet utilizing dozers and/or front-end loaders <br />and side slopes of the pit will be maintained a 3 or 4a. Operations and stockpiled material will be restricted <br />from the edge as to provide a natural screening of the pit. It is estimated that approximately 20,000 cubic <br />yards of sand and gavel materials will be removed annually. <br />Access to the proposed BLM West Gravel Pit will be afforded from Jackson County Road # 5. It is not <br />anticipated that any additional road construction will be required for this county operation. <br />This site will be kept free of all trash, waste material, garbage, and rubbish at all times. All refuse will be <br />disposed of in the Jackson County Sanitary Landfill. <br />Jackson County will carry on all operations in a workmanlike manner, having due regard For the safety of <br />employees; and shall safeguard with fences, barriers, fills, covers, or other effective devices, pits, cuts, and <br />other excavations which otherwise would unduly imperil the life, safety or property of other persons. <br />Surface or Bound water is not anticipated to create any problem during operations. <br />A steel gate with warning signs will be placed at the entrance to the pit to restrict access to unauthorized <br />personnel. The pit will be patrolled on a regulaz basis to inspect for damage and to remove litter and illegal <br />dumping. All noxious weeds will be controlled by Jackson County Weed Control. No inoperable <br />equipment or equipment not related to the mining operation will be stored at the site. <br />All ground disturbing activities will occur within the permitted area, leaving an undisturbed 20 foot wide <br />(at the top) berm or "egg shell edge" azound the entire pit perimeter, with excavation and processing <br />occurring within the berm. A berm of not less than 20 feet in width will be left undisturbed at the perimeter <br />of the permit area throughout the duration of mining operations. The "egg shell" shall serve as a visual <br />barrier and wind, runoff and erosion barrier during the life of the pit, until final reclamation occurs. At the <br />time of reclamation the berm shall be bladed in and used to reshape the mesa top. <br />Invasive weed treatment shall be conducted annually throughout the entire pit area, and shall include all <br />stockpiles. <br />As gravel pit expansion proceeds, topsoil and vegetation shall be removed together and stockpiled. The <br />stockpile shall be signed and kept distinct from subsoil's stockpiled for fill material. <br />All soil stockpiles shall be seeded and stabilized for the duration of the mining operation. <br />All overburden encountered in mining shall be stockpiled for reclamation purposes. <br />Under the "BLM FREE USE PERMIT" no more than 10 acres will be fenced of mined at any time. <br />
