("Applicant") requesting a substitute water supply plan for a sand and <br />gravel pit operation owned and operated by Applicant in accordance with C.R.S. § 37-90-137(11). <br />The required fee of $1,593 for the. substitute water supply plan has been paid. <br />Plan Operations <br />This plan seeks to replace depletions resulting from the mining at the Bokelman/Walters <br />Pit. The depletions that result from the proposed mining operation include evaporation and water <br />lost in the mined product. The proposed replacement source is a contract with the City of <br />Loveland for fully consumable water. The Bokelman/Walter Pit is located in Section 24, <br />Township 5 North, Range 68 West of the 61" P.M. just southwest of the Big Thompson River and <br />will be mined in two phases. Phase I consists of four cells on the western portion of the property. <br />Phase II consists of three cells to be located on the eastern portion of the property. Cell 1 within <br />Phase I will be mined beginning in September 2007 and mining in this cell is expected to take up <br />to two years. Cell 1 will be dewatered and this water will be pumped to a settling pond where it <br />will be allowed to recharge the aquifer or be pumped back to the Big Thompson River. <br />Depletions <br />This plan describes the maximum proposed water uses from September 1, 2007 through <br />August 31, 2008 for this proposed new pit. The proposed plan anticipates a maximum one year <br />depletion of 6.26 acre-feet for an exposed groundwater surface area of 0.16 acres. The pit is <br />located greater than 100 feet from the Big Thompson River and the resulting depletions have been <br />lagged to account for the delayed effects on the river system. The IDS AWAS stream depletion <br />model was used to determine the lagged depletions to the Big Thompson River. The following <br />parameters were used in the model: transmissivity {T) = 225,095 gallons per day per foot, <br />specific yield (SY) = 0.2, the distance from the Big Thompson River to the edge of the alluvium = <br />
