And since <br />that point in time, due to discussions and other analysis, we determined that <br />the overall 3 to 1 would be satisfactory. <br />MR. HOLDER: How steep does that make the up-slope of the -- the up-side <br />of the bench? <br />MR. RENNER: I wanna say about 2.8, 2.9 to 1 is right close. <br />MR. HOLDER: Oh, it's given in here. I'm sorry. <br />MS. BALDRIGE: The benches that will be left will be very narrow -- the <br />15 -- about a dozer-width wide just so you can equipment on them. The <br />• secondary soil liner is inadequate. Again, I believe that the Division Staff <br />has reviewed the liner requirements and feels that they are adequate for this <br />particular site. They are the state-of-the-art in the heap leach industry. <br />The hdpe liner must be anchored and repaired as necessary. Battle <br />Mountain has committed to visually examining the liner and making any repairs <br />that are necessary. <br />The heap leach and pond should be underlain with a leak detection <br />system. The entire heap leach area and pond area is underlain with a <br />foot-thick sand layer sumped to the low end of the ponds and the heaps that <br />will allow collection of any leaks and removal, if necessary. <br />An emergency pond or spillway must be constructed in the heap leach area <br />to protect the Rito Se co. I believe the heap leach is designed in accordance <br />with the Mined Land Standards. It's designed to insure that these is no <br />over-topping in the event of a hundred-year storm, assuming there is also at <br />the same time pump failure and the complete heap is allowed to drain into <br />those ponds with an additional two feet of free board.
