N. COHEN: I would like to point out that Mr. Wise made a statement <br />to that effect at the hearing in Alamosa. On Page 205 of the record he said, <br />"We will buy that water and that will be a condition to proceeding with the <br />Project." <br />MR. HOLDER: Well, I think the comfort factor for the citizens is the <br />fact that they cannot use that water until they've made arrangements and have <br />definite arrangements to return it at some time. I think that's my point. <br />MR. N. COHEN: But -- but, they can disturb the ground, and that would be <br />a concern to the citizens. <br />MR. HOLDER: If they want to take that econonic risk. That"s just <br />somethin that I would be reluctant to do. <br />MR. JOUFLAS: Could I hold just a minute? Mike, do you want -- your time <br />is getting close, we have to catch -- would you like to make a statement?. <br />MR. ENTZ: Yeah, I have -- I have to make a flight here in a~ few minutes, <br />even though I've found out that I would not be able to vote on this issue, <br />because I was not present at last month's Meeting. I hope you'll just let me <br />take a couple of minutes to make a couple of statements to the Board, before I <br />leave. And I'm not very comfortable with the reclamation plan, ass I asked <br />before, I'm not very comfortable with the dry land approach to the seeding <br />reclamation. I would think it would benefit the Company to possibly look into <br />some type of short term irrigation to get that established in the plan. I'm <br />also not comfortable with leaving the west pit in the proposed condition. I <br />think that should be backfilled to some extent to fit in with the topography <br />• of the area. And also, I think the main concern I have is effect on -- on <br />
