Because, at same point, whether we do it now or whether we do it later <br />on, I've already talked about it in the briefs, the regulations which I'd like <br />to point out and the specific language of the regulations seems to me to be <br />quite clear that your responsibility goes further than that. It's not simply <br />a matter of dishing off jurisdiction to the Water Board or the water Courts <br />and saying here it's your time to make the determination. The language of the <br />regulations is quite clear -- that before you can even consider -- we're <br />getting into argument here, and I don't know if its appropriate anymore, but <br />we sort of lost the track. <br />-103- <br />overruled, not only by the Board, but by the entire State Legislature. We <br />really don't have that responsibility, That's the State Engineer's <br />responsibility. I would like for you to be right. <br />MR. N. COHEN: Well, I appreciate that, and I -- I'm emboldened by your <br />trust -- by your comment. I don't -- I don't believe that its a question of <br />the Board having the jurisdiction to issue water rights. That's perfectly <br />obvious, and I don't think that's the issue. But, it is a question of which <br />-- which permit or which... <br />MR. HOLDER: We're supposed to advise the operator that he must comply <br />with the State Engineer's rules and regulations, and that's the extent of our <br />responsibility in that direction. <br />MR.
