Please describe the size and other construction specifications for the sediment control structure(s). The one on the
waste slope is described as if it will exist throughout the mining phase, whereas the one [o be located in Quarry
Town might not be constructed until the reclamation phase. Is this correct?
When the well permit is successfully "transferred" to you, please provide such documentation showing State
approval for the exposing and use of groundwater. Likewise, please provide the appropriate documentation
showing State approval for discharging water at the location(s) you have chosen, and water quality data for any
sampling you have done.
Please briefly describe how debris from timber, which must be cut to expand the southern waste area (and possibly
the eastern area too), will be handled or disposed of [f not adequately handled, it could become a reclamation cost
liability.
As the southern waste area is developed, into previously unaffected areas, please describe the topsoil salvage and
protection methods to be employed. (It appears quite possible that all topsoil needs could be met through this
available soil resource.)
Any safety fencing to be installed during mining will probably not be of the type, nor in the same location, as
ornamental fencing to be installed after minting. Please provide a brief description of the type, amount, and location
of any such safety fencing, since its removal should be identified as a reclamation liability.
Exhibit D -Reclamation Plan
You stated that the access portal constructed by CYMC at quarry floor level will be backfilled, as will other new
portals to be built. I am not clear about whether you plan to backfill the new portal on the south wall of old Quarry
Entry #3. Please clarify.
You have provided a brief description of the backfilling of the access portal (materials, equipment, drain pipe), but
please also mention the size fraction of the best onsite materials to use, plus the dimensions of the backfill volume.
Will there be a means to compact it, a need for an interior bulkhead, or a need to grout the fill?
The seed mix provided appears to be adequate, but I would recommend one change: you might consider
substituting cicer milkvetch for the yellow sweetclover, at the same seeding rate. As a legume it will fix nitrogen
into the soil, it thrives at this altitude, and it is a palatable forage for wildlife. However, it will not tend to invade
adjacent, undisturbed areas as sweetclover does. Please comment.
Please provide a brief description of the methods for constrnctmg, surfacing, and stabilizing the proposed foot trail.
Are there to be any specifications used for drainage, width or grade? Are there to be any considerations of surface
material, steps or railings? I am only exploring this question because of the proposed post-mining land use:
recreation.
During the inspection, the subject came up of the curtains, cables and steel decking, which were installed by CYMC
for temperature and snow control. These items aze still present, though largely nonfunctional (except for the
decking). You stated that they would remain and, unless required to do so, you would not include their removal in
your reclamation plan or costs. This is suitable for the present time. Please be aware though, if these items become
unstable or begin to present a hazard in some way, they will have to be addressed in an appropriate and timely
manner. Please comment.
As requested above, please provide more description of the location, sizing and construction of the percolation
pond at Quarry Town. Will 100 gpm percolate in? Will it need a spillway?
Please describe the dewatering conveyance pipe(s), since its dismantling, removal or disposal will be a reclamation
cost liability.
