Walther <br />Eaeculive DrtellOf <br />Michael 8. Long <br />Division Director <br />I have finished my technical adequacy review of the above named application. Overall I was impressed with the <br />quality and degree of detail of the exhibits. [ have a few questions, however, which must be answered to satisfy the <br />requirements of the Rules. Please do not let the length of this letter overwhelm you; these items are fairly minor, <br />and I have tried to be thorough in identifying all needed items. I have listed my questions below in the order of the <br />exhibit to which they pertain. <br />Exhibit AExhibit A Leal DescriptionDescription <br />The metes and bounds description of the proposed permit boundary appears to be complete, if a small clarification <br />can be made in the text. On line 14 of the "Affected Area Description" text, there is a sentence beginning with <br />`"Thence generally north and slightly west...." I interpret that sentence to describe the next nine short sides of the <br />perimeter polygon, ending back at the point of beginning. If that interpretation is not correct, which may mean <br />some text is missing, please clarify. If it is correct, the description may remain as it .vas originally provided, since <br />the rest of the boundary description matches the Exhibit E maps. <br />Exhibit B -Site Description <br />The description is complete, and [his is only a comment, partly based on observations made during the pre- <br />operation inspection. The unaffected area at the south end, which may become a new waste rock dump, probably <br />contains a significant amount of topsoil and organic matter. Please be aware of the potential reclamation cost <br />savings if these soils can be salvaged prior to placement of waste rock in that area, and properly protected during <br />mining. Likewise, there will potentially be a need for suitable handling and/or disposal of the timber to be cleared <br />from some of that south end and any expansion on the eastern edge. I will corrunent further about these items <br />below. <br />Exhibit [Exhibit C Minin~Plan <br />The extension of the waste rock areas was stated to be in an easterly and northerly direction. 1 do not believe that <br />there is room to expand to the north (vve want to avoid another violation for offsite damage!). Was the stated <br />direction of extension intended to be to the south? Please clarify. <br />Please provide more description of the methods of stabilizing the toe of the existing waste pile. Will the structura <br />stabilization work be onsite or offsite, and what will be its dimensions? Also, regarding ho+v stability of the slope <br />will be maintained during mining, please describe the waste rock placement method (such as, placed from the toe <br />vs pushed from above, placed in lifts or benches, etc.). <br />
