Topsoil will be used <br />to erect screening berms along the east, west, and north (along LaSalle Road) phase <br />boundaries. Overburden will be temporarily stockpiled on the northern end of the Phase <br />2 area for later use in reclamation effort of the Phase 1 area. Next, the processing <br />plants will be initially erected on the site in the approximate locations depicted on Exhibit <br />C-3. Mining will then begin on the northern edge of the phase area. Simultaneously, the <br />clarification and settling ponds will be constructed in the southern Phase 2 area, as <br />shown on Exhibit C3, and the pumping systems for use in aggregate washing will be set <br />up. Excavation will then proceed north to south until the pit edge reaches a point near <br />the plant, at which time stripping of Phase 2 areas will begin. Once an area large enough <br />for the plant to occupy is created, the plant will then relocate to that area in Phase 2, <br />which will allow the area underneath the initial plant location to be mined out. Sand and <br />gravel extraction will occur at 3:1 slopes. <br />The processing facilities will be moved on site in 2003, once all appropriate permits are <br />obtained. Topsoil stripped from Phase 1 will be approximately 19,000 CY and <br />overburden stripped will equal approximately 152,000 CY and will be stockpiled for later <br />use in reclamation. Approximately 2.5 million tons of sand and gravel will be extracted <br />during Phase 1 operations.
