Prior to any increase in daily or annual production rates, the applicant shall submit an Air <br />Pollutant Emission Notice and Control Plan revision which will be subject to Division review and <br />approval to ensure compliance with the National Ambient Air Quality Standards for particulate <br />matter. Records of the actual production rate shall be maintained by the applicant and made <br />available to the Division for inspection upon request. During the first twelve (121 months of <br />operation, compliance with the daily, monthly, and yearly limitations shall be required. Compliance <br />with the yearly limits shall be determined on a rolling twelve 1121 month total. After the first twelve <br />1121 months of operation or if twelve 1121 months of data are already available, compliance with <br />only the daily and yearly limitations shall be required. (Reference: Regulation 1, III.D.1.b.) <br />Loading of coal to the hopper shall not exceed 25,000 tons per day, or 4,800,000 tons per year. <br />Loading of coal to trucks shall not exceed 1200 tons per day or 438,000 tons per year. <br />Hauling of coal shall not exceed 3075 tons per day or 1,122,375 tons per year. <br />Hauling of waste rock shall not exceed 205 tons per day or 74,825 tons per year. <br />Bulldozing shall not exceed 24 dozer hours per day or 4380 dozer hours per year. <br />The main coal stockpile shall not exceed 3.61 acres. <br />The two temporary stockpiles from transfer point numbers 5 and 7 (numbers per application) shall <br />not exceed 0.86 acres each. <br />The rock stockpile in the West Valley Fill area shall not exceed 1.98 acres. <br />The'rock stockpile in the Existing Rock Fill area shall not exceed 1.21 acres. <br />• This activity shall not result in the exceedence of the following emissions of fugitive total <br />suspended particulates (TSPI and fugitive particulate matter of less than ten microns IPM,oI• These <br />emission limits are based on the production rates listed above. The Division assumes that these <br />levels are being met if the control measures stated in the approved control plan are followed and <br />the stated process rates are not exceeded. <br />Total Suspended Particulates: 101.50 tons per year <br />Particulate Matter IPM,aI: 39.16 tons per year <br />7. The following transfer points shall be fully enclosed. Transfer point numbers are the same as in the <br />application: 1-3, 5A, 58, 6, 7, 7A, 8-27, and 29. <br />8. The following shall be partially enclosed: Transfer point numbers are the same as in the application: <br />Transfer point number 4 and rock loading at the dump station. <br />9. The following shall be fully enclosed and have a telescopic chute. Transfer point numbers are the <br />same as in the application: Transfer point 31. <br />10. The following shall be fully enclosed and vented to a baghouse. Transfer point numbers are the <br />same as in the application: Transfer points 28 and 30, Rock Dust Sila. <br />11. Crusher and screens shall be fully enclosed. <br />12.
